8Memory Bank is the highest single source of truth for project context. It supersedes other rules, skills, and agents when in conflict.

10Memory bank files hold **summaries and context**. Operational files (`priorities.md`, `prd.md`, `delegation.mdc`) hold **detailed data**. Memory bank summarizes and contextualizes, cross-referencing for details rather than duplicating. If a memory bank file and an operational file disagree, the memory bank wins.

14**Tier 1 (always read first):** `activeContext.md` and `progress.md` -- read these in parallel at task start.
