Thi= s paper is primarily concerned with the latter type.5Simple sabotage does not require specially prepared tools or equipment;6it is executed by an ordinar= y citizen who may or may not act7individually and without the necessity for active connection with an8organized group; and it is carried out in such a = way as to involve a9minimum danger of injury, detection, and reprisal.1011Where destruction is involved, the weapons of the citizen-saboteur are12salt= , nails, candles, pebbles, thread, or any other materials he might13normally b= e expected to possess as a householder or as a worker in his14particular occupation. His arsenal is the kitchen shelf, the trash pile,15his own usual= kit of tools and supplies. The targets of his sabotage16are usually objects to w= hich he has normal and inconspicuous access in17everyday life.1819A second type of simple sabotage requires no destructive tools20whatsoever a= nd produces physical damage, if any, by highly indirect21means. It is based on universal opportunities to make faulty decisions,22to adopt a noncooperative attitude, and to induce others to follow suit.23Making a faulty decision may= be simply a matter of placing tools in one24spot instead of another. A non-cooperative attitude may involve nothing25more than creating an unpleasa= nt situation among one=E2=80=99s fellow26workers, engaging in bickerings, or displaying surliness and stupidity.2728This type of activity, sometimes referred to as the =E2=80=9Chuman29element,=E2=80=9D is frequently responsible for accidents, delays, and30gene= ral obstruction even under normal conditions. The potential31saboteur should discover what types of faulty decisions and the32operations are3334normally\<= /i\> found in this kind of work and should then devise his35sabotage so as to enl= arge that =E2=80=9Cmargin for error.=E2=80=9D36:::3738::: 3D"chapter"39## []{#3D\"chap02\"}2. POSSIBLE EFFECTS4041Acts of simple sabotage are occurring throughout Europe. An effort42should b= e made to add to their efficiency, lessen their detectability,43and increase t= heir number. Acts of simple sabotage, multiplied by44thousands of citizen-saboteu= rs, can be an effective weapon against the45enemy. Slashing tires, draining fuel tanks, starting fires, starting46arguments, acting stupidly, short-circuitin= g electric systems,47abrading machine parts will waste materials, manpower, an= d time.48Occurring on a wide scale, simple sabotage will be a constant and49tangible drag on the war effort of the enemy.5051Simple sabotage may also have secondary results of more or less value.52Widespread practice of simple sabotage will harass and demoralize enemy53administrators and police. Further, success may embolden the54citizen-sabote= ur eventually to find colleagues who can assist him in55sabotage of greater dimensions. Finally, the very practice of simple56sabotage by natives in ene= my or occupied territory may make these57individuals identify themselves active= ly with the United Nations war58effort, and encourage them to assist openly in periods of Allied59invasion and occupation.60:::6162::: 3D"chapter"63## []{#3D\"chap03\"}3. MOTIVATING THE SABOTEUR6465To incite the citizen to the active practice of simple sabotage and to66keep= him practicing that sabotage over sustained periods is a special67problem.6869Simple sabotage is often an act which the citizen performs according to70his= own initiative and inclination. Acts of destruction do not bring71him any person= al gain and may be completely foreign to his habitually72conservationist attitu= de toward materials and tools. Purposeful73stupidity is contrary to human natur= e. He frequently needs pressure,74stimulation or assurance, and information and suggestions regarding75feasible methods of simple sabotage.7677\(1\) *Personal Motives*7879\(a\) The ordinary citizen very probably has no immediate personal80motive for committing simple sabotage. Instead, he must be made to81anticipate indirect personal gain, such as might come with enemy82evacuation or destruction of t= he ruling government group. Gains should83be stated as specifically as possible= for the area addressed: simple84sabotage will hasten the day when Commissioner X= and his deputies Y and85Z will be thrown out, when particularly obnoxious decree= s and86restrictions will be abolished, when food will arrive, and so on. Abstr=87act verbalizations about personal liberty, freedom of the press, and so88on, wil= l not be convincing in most parts of the world. In many areas89they will not e= ven be comprehensible.9091\(b\) Since the effect of his own acts is limited, the saboteur may92become discouraged unless he feels that he is a member of a large,93though unseen, group of saboteurs operating against the enemy or the94government of his own country and elsewhere. This can be conveyed95indirectly: suggestions which h= e reads and hears can include96observations that a particular technique has be= en successful in this97or that district. Even if the technique is not applicabl= e to his98surroundings, another=E2=80=99s success will encourage him to attempt s=99imilar acts. It also can be conveyed directly: statements praising the100effectivene= ss of simple sabotage can be contrived which will be101published by white radio, freedom stations, and the subversive press.102Estimates of the proportion of = the population engaged in sabotage can103be disseminated. Instances of successful sabotage already are being104broadcast by white radio and freedom stations, a= nd this should be105continued and expanded where compatible with security.106107\(c\) More important than (a) or (b) would be to create a situation in108which = the citizen-saboteur acquires a sense of responsibility and109begins to educate others in simple sabotage.110111\(2\) *Encouraging Destructiveness*112113It should be pointed out to the saboteur where the circumstances are114suitab= le, that he is acting in self-defense against the enemy, or115retaliating against= the enemy for other acts of destruction. A116reasonable amount of humor in the presentation of suggestions for simple117sabotage will relax tensions of fear= .118119\(a\) The saboteur may have to reverse his thinking, and he should be120told th= is in so many words. Where he formerly thought of keeping his121tools sharp, he should now let them grow dull; surfaces that formerly122were lubricated now should be sanded; normally diligent, he should now123be lazy and careless; an= d so on. Once he is encouraged to think124backwards about himself and the objects = of his everyday life, the125saboteur will see many opportunities in his immediat= e environment126which cannot possibly be seen from a distance. A state of mind should be127encouraged that anything can be sabotaged.128129\(b\) Among the potential citizen-saboteurs who are to engage in130physical destruction, two extreme types may be distinguished. On the one131hand, there= is the man who is not technically trained and employed.132This man needs specifi= c suggestions as to what he can and should133destroy as well as details regardi= ng the tools by means of which134destruction is accomplished.135136\(c\) At the other extreme is the man who is a technician, such as a137lathe operator or an automobile mechanic. Presumably this man would be138able to de= vise methods of simple sabotage which would be appropriate139to his own facilities= . However, this man needs to be stimulated to140re-orient his thinking in the direction of destruction. Specific141examples, which need not be from his own field, should accomplish this.142143\(d\) Various media may be used to disseminate suggestions and144information regarding simple sabotage. Among the media which may be145used, as the immedi= ate situation dictates, are: freedom stations or146radio false (unreadable) broadcasts or leaflets may be directed toward147specific geographic or occupational areas, or they may be general in148scope. Finally, agents may be trained in the art of simple sabotage, in149anticipation of a time when they = may be able to communicate this150information directly.151152\(3\) *Safety Measures*153154\(a\) The amount of activity carried on by the saboteur will be governed155not = only by the number of opportunities he sees, but also by the156amount of danger he feels. Bad news travels fast, and simple sabotage157will be discouraged if to= o many simple saboteurs are arrested.158159\(b\) It should not be difficult to prepare leaflets and other media for160the saboteur about the choice of weapons, time, and targets which will161insure t= he saboteur against detection and retaliation. Among such162suggestions might be= the following:163164\(1\) Use materials which appear to be innocent. A knife or a nail file165can b= e carried normally on your person; either is a multi-purpose166instrument for creating damage. Matches, pebbles, hair, salt, nails, and167dozens of other destructive agents can be carried or kept in your living168quarters without exciting any suspicion whatever. If you are a worker in169a particular trade = or industry you can easily carry and keep such170things as wrenches, hammers, em= ery paper, and the like.171172\(2\) Try to commit acts for which large numbers of people could be173responsib= le. For instance, if you blow out the wiring in a factory at174a central fire box= , almost anyone could have done it. On-the-street175sabotage after dark, such a= s you might be able to carry out against a176military car or truck, is another example of an act for which it would177be impossible to blame you.178179\(3\) Do not be afraid to commit acts for which you might be blamed180directly,= so long as you do so rarely, and as long as you have a181plausible excuse: you dropped your wrench across an electric circuit182because an air raid had kept= you up the night before and you were183half-dozing at work. Always be profuse in = your apologies. Frequently184you can =E2=80=9Cget away=E2=80=9D with such acts und= er the cover of185pretending stupidity, ignorance, over-caution, fear of being suspe= cted186of sabotage, or weakness and dullness due to undernourishment.187188\(4\) After you have committed an act of easy sabotage, resist any189temptation= to wait around and see what happens. Loiterers arouse190suspicion. Of course, th= ere are circumstances when it would be191suspicious for you to leave. If you comm= it sabotage on your job, you192should naturally stay at your work.193:::194195::: 3D"chapter"196## []{#3D\"chap04\"}4. TOOLS, TARGETS, AND TIMING197198The citizen-saboteur cannot be closely controlled. Nor is it reasonable199to expect that simple sabotage can be precisely concentrated on specific200types= of target according to the requirements of a concrete military201situation. Atte= mpts to control simple sabotage according to developing202military factors, moreov= er, might provide the enemy with intelligence203of more or less value in anticipa= ting the date and area of notably204intensified or notably slackened military activity.205206Sabotage suggestions, of course, should be adapted to fit the area where207th= ey are to be practiced. Target priorities for general types of208situations like= wise can be specified, for emphasis at the proper time209by the underground press, freedom stations, and cooperating propaganda.210211\(1\) *Under General Conditions*212213\(a\) Simple sabotage is more than malicious mischief, and it should214always consist of acts whose results will be detrimental to the215materials and manp= ower of the enemy.216217\(b\) The saboteur should be ingenious in using his every-day equipment.218All sorts of weapons will present themselves if he looks at his219surroundings in= a different light. For example, emery dust=E2=80=94a220powerful weapon=E2=80=94= may at first seem unobtainable, but if the221saboteur were to pulverize an emery knife sharpener or emery whe= el222with a hammer, he would find himself with a plentiful supply.223224\(c\) The saboteur should never attack targets beyond his capacity or225the capacity of his instruments. An inexperienced person should not, for226exampl= e, attempt to use explosives, but should confine himself to the227use of matches= or other familiar weapons.228229\(d\) The saboteur should try to damage only objects and materials known230to b= e in use by the enemy or to be destined for early use by the231enemy. It will be s= afe for him to assume that almost any product of232heavy industry is destined for enemy use, and that the most efficient233fuels and lubricants also are destin= ed for enemy use. Without special234knowledge, however, it would be undesirable = for him to attempt235destruction of food crops or food products.236237\(e\) Although the citizen-saboteur may rarely have access to military238object= s, he should give these preference above all others.239240\(2\) *Prior to a Military Offensive*241242During periods which are quiescent in a military sense, such emphasis as243ca= n be given to simple sabotage might well center on industrial244production, to les= sen the flow of materials and equipment to the245enemy. Slashing a rubber tire on= an Army truck may be an act of value;246spoiling a batch of rubber in the produc= tion plant is an act of still247more value.248249\(3\) *During a Military Offensive*250251\(a\) Most significant sabotage for an area which is, or is soon252destined to = be, a theater of combat operations is that whose effects253will be direct and immediate. Even if the effects are relatively minor254and localized, this typ= e of sabotage is to be preferred to activities255whose effects, while widespread, = are indirect and delayed.256257\(1\) The saboteur should be encouraged to attack transportation258facilities o= f all kinds.259260Among such facilities are roads, railroads, auto mobiles, trucks,261motor-cyc= les, bicycles, trains, and trams.262263\(2\) Any communications facilities which can be used by the authorities264to transmit instructions or morale material should be the objects of265simple sabotage. These include telephone, telegraph and power systems,266radio, newspapers, placards, and public notices.267268\(3\) Critical materials, valuable in themselves or necessary to the269efficien= t functioning of transportation and communication, also should270become targets= for the citizen-saboteur. SPECIFIC SUGGESTIONS FOR SIMPLE SABOTAGE282283It will not be possible to evaluate the desirability of simple sabotage284in = an area without having in mind rather specifically what individual285acts and results are embraced by the definition of simple sabotage.286287A listing of specific acts follows, classified according to types of288target= . This list is presented as a growing rather than a complete289outline of the methods of simple sabotage. As new techniques are290developed, or new fields explored, it will be elaborated and expanded.291292\(1\) *Buildings*293294Warehouses, barracks, offices, hotels, and factory buildings are295outstandin= g targets for simple sabotage. They are extremely296susceptible to damage, especially by fire; they offer opportunities to297such untrained people as janitors, charwomen, and casual visitors; and,298when damaged, they present a relatively large handicap to the enemy.299300\(a\) *Fires* can be started wherever there is an accumulation of301inflammable material. Warehouses are obviously the most promising302targets b= ut incendiary sabotage need not be confined to them alone.303304\(1\) Whenever possible, arrange to have the fire start after you have305gone a= way. Use a candle and paper, combination, setting it as close as306possible to the inflammable material you want to burn: From a sheet of307paper, tear a strip three or four centimeters wide and wrap it around308the base of the candle tw= o or three times. Twist more sheets of paper309into loose ropes and place them aro= und the base of the candle. When310the candle flame reaches the encircling strip,= it will be ignited and311in turn will ignite the surrounding paper. The size, he= at, and312duration of the resulting flame will depend on how much paper you use a=313nd how much of it you can cramp in a small space.314315\(2\) With a flame of this kind, do not attempt to ignite any but rather316inflammable materials, such as cotton sacking. To light more resistant317materials, use a candle plus tightly rolled or twisted paper which has318been soaked in gasoline. To create a briefer but even hotter flame, put319celluloi= d such as you might find in an old comb, into a nest of plain320or saturated pa= per which is to be fired by a candle.321322\(3\) To make another type of simple fuse, soak one end of a piece of323string = in grease. Rub a generous pinch of gunpowder over the inch of324string where gre= asy string meets clean string. Then ignite the clean325end of the string. It will burn slowly without a flame (in much the same326way that a cigarette burns) u= ntil it reaches the grease and gunpowder;327it will then flare up suddenly. The grease-treated string will then burn328with a flame. The same effect may be achieved by using matches instead329of the grease and gunpowder. Run the stri= ng over the match heads,330taking care that the string is not pressed or knotted= . They too will331produce a sudden flame. The advantage of this type of fuse is that332string burns at a set speed. You can time your fire by the length and333thickness of the string you chose.334335\(4\) Use a fuse such as; the ones suggested above to start a fire in an336offi= ce after hours. The destruction of records and other types of337documents would = be a serious handicap to the enemy.338339\(5\) In basements where waste is kept, janitors should accumulate oily340and greasy waste. Such waste sometimes ignites spontaneously, but it can341easily= be lit with a cigarette or match. If you are a janitor on night342duty, you can = be the first to report the fire, but don=E2=80=99t343report it too soon.344345\(6\) A clean factory is not susceptible to fire, but a dirty one is.346Workers should be careless with refuse and janitors should be347inefficient in cleani= ng. If enough dirt and trash can be accumulated348an otherwise fireproof building will become inflammable.349350\(7\) Where illuminating gas is used in a room which is vacant at night,351shut= the windows tightly, turn on the gas, and leave a candle burning352in the room, closing the door tightly behind you. After a time, the gas353will explode, an= d a fire may or may not follow.354355\(b\) *Water and miscellaneous*356357\(1\) Ruin warehouse stock by setting the automatic sprinkler system to358work.= You can do this by tapping the sprinkler heads sharply with a359hammer or by hold= ing a match under them.360361\(2\) Forget to provide paper in toilets; put tightly rolled paper,362hair, and other obstructions in the W. C. Saturate a sponge with a thick363starch or su= gar solution. Squeeze it tightly into a ball, wrap it with364string, and dry. Rem= ove the string when fully dried. The sponge will365be in the form of a tight hard ball. Flush down a366367W. C. or otherwise introduce into a sewer line. The sponge will368gradually expand to its normal size and plug the sewage system.369370\(3\) Put a coin beneath a bulb in a public building during the daytime,371so t= hat fuses will blow out when lights are turned on at night. The372fuses themselve= s may be rendered ineffective by putting a coin behind373them or loading them w= ith heavy wire. Then a short-circuit may either374start a fire, damage transforme= rs, or blow out a central fuse which375will interrupt distribution of electricity= to a large area.376377\(4\) Jam paper, bits of wood, hairpins, and anything else that will378fit, int= o the locks of all unguarded entrances to public buildings.379380\(2\) *Industrial Production: Manufacturing*381382\(a\) Tools383384\(1\) Let cutting tools grow dull. They will be inefficient, will slow385down production, and may damage the materials and parts you use them on.386387\(2\) Leave saws slightly twisted when you are not using them. After a388while, they will break when used.389390\(3\) Using a very rapid stroke will wear out a file before its time. So391will dragging a file in slow strokes under heavy pressure. Exert392pressure on the backward stroke as well as the forward stroke.393394\(4\) Clean files by knocking them against the vise or the workpiece;395they ar= e easily broken this way.396397\(5\) Bits and drills will snap under heavy pressure.398399\(6\) You can put a press punch out of order by putting in it more400material t= han it is adjusted for=E2=80=94two blanks instead of one,401for example.402403\(7\) Power-driven tools like pneumatic drills, riveters, and so on, are404neve= r efficient when dirty. Lubrication points and electric contacts405can easily b= e fouled by normal accumulations of dirt or the insertion406of foreign matter.407408\(b\) Oil and lubrication systems are not only vulnerable to easy409sabotage, b= ut are critical in every machine with moving parts.410Sabotage of oil and lubrication will slow production or stop work411entirely at strategic points = in industrial processes.412413\(1\) Put metal dust or filings, fine sand, ground glass, emery dust414(get it = by pounding up an emery knife sharpener) and similar hard,415gritty substances directly into lubrication systems. They will scour416smooth surfaces, ruining pistons, cylinder walls, shafts, and bearings.417They will overheat and stop motors which will need overhauling, new418parts, and extensive repairs. Such materials, if they are used, should419be introduced into lubrication systems = past any filters which420otherwise would strain them out.421422\(2\) You can cause wear on any machine by uncovering a filter system,423poking= a pencil or any other sharp object through the filter mesh, then424covering it = up again. Or, if you can dispose of it quickly, simply425remove the filter.426427\(3\) If you cannot get at the lubrication system or filter directly,428you may= be able to lessen the effectiveness of oil by diluting it in429storage. In this case, almost any liquid will do which will thin the430oil. A small amount of sulphuric acid, varnish, water-glass, or linseed431oil will be especially effective.432433\(4\) Using a thin oil where a heavy oil is prescribed will break down a434mach= ine or heat up a moving shaft so that it will435=E2=80=9Cfreeze=E2=80=9D and stop= .436437\(5\) Put any clogging substance into lubrication systems or, if it will438floa= t, into stored oil. Twisted combings of human hair, pieces of439string, dead insects, and many other common objects will be effective in440stopping or hindering the flow of oil through feed lines and filters.441442\(6\) Under some circumstances, you may be able to destroy oil outright443rathe= r than interfere with its effectiveness, by removing stop-plugs444from lubricat= ing systems or by puncturing the drums and cans in which445it is stored.446447\(c\) Cooling Systems (1.) A water cooling system can be put out of448commissio= n in a fairly short time, with considerable damage to an449engine or motor, if you= put into it several pinches of hard grain, such450as rice or wheat. They will swe= ll up and choke the circulation of451water, and the cooling system will have to = be torn down to remove the452obstruction. Sawdust or hair may also be used to cl= og a water cooling453system.454455\(2\) If very cold water is quickly introduced into the cooling system456of an overheated motor, contraction and considerable strain on the457engine housing will result. If you can repeat the treatment a few times,458cracking and seri= ous damage will result.459460\(3\) You can ruin the effectiveness of an air cooling system by461plugging dir= t and waste into intake or exhaust valves. If a belt-run462fan is used in the system, make a jagged cut at least half way through463the belt; it will slip = and finally part under strain and the motor464will overheat.465466\(d\) Gasoline and Oil Fuel Tanks and fueling engines usually are467accessible = and easy to open. They afford a very vulnerable target for468simple sabotage activities. (1.) Put several pinches of sawdust or hard469grain, such as rice= or wheat, into the fuel tank of a gasoline engine.470The particles will choke a = feed line so that the engine will stop.471Some time will be required to discover t= he source of the trouble.472Although they will be hard to get, crumbs of natural rubber, such as you473might find in old rubber bands and pencil erasers, are = also effective.474475\(2\) If you can accumulate sugar, put it in the fuel tank of a gasoline476engi= ne. As it burns together with the gasoline, it will turn into a477sticky mess whi= ch will completely mire the engine and necessitate478extensive cleaning and repa= ir. Honey and molasses are as good as479sugar. Try to use about 75=E2=80=93100 gr= ams for each 10 gallons of480gasoline.481482\(3\) Other impurities which you can introduce into gasoline will cause483rapid engine wear and eventual breakdown. Fine particles of pumice,484sand, ground glass, and metal dust can easily be introduced into a485gasoline tank. Be sur= e that the particles are very fine, so that they486will be able to pass through= the carburetor jet.487488\(4\) Water, urine, wine, or any other simple liquid you can get in489reasonabl= y large quantities will dilute gasoline fuel to a point where490no combustion w= ill occur in the cylinder and the engine will not move.491One pint to 20 gallons = of gasoline is sufficient. If salt water is492used, it will cause corrosion and permanent motor damage.493494\(5\) In the case of Diesel engines, put low flashpoint oil into the495fuel tan= k; the engine will not move. If there already is proper oil in496the tank when t= he wrong kind is added, the engine will only limp and497sputter along.498499\(6\) Fuel lines to gasoline and oil engines frequently pass over the500exhaust pipe. When the machine is at rest, you can stab a small hole in501the fuel li= ne and plug the hole with wax. As the engine runs and the502exhaust tube becomes hot, the wax will be melted; fuel will drip onto503the exhaust and a blaze wi= ll start.504505\(7\) If you have access to a room where gasoline is stored, remember506that ga= s vapor accumulating in a closed room will explode after a time507if you leave = a candle burning in the room. A good deal of evaporation,508however, must occur from the gasoline tins into the air of the room. If509removal of the tops of = the tins does not expose enough gasoline to the510air to ensure copious evaporati= on, you can open lightly constructed511tins further with a knife, ice pick or sharpened nail file. Or puncture512a tiny hole in the tank which will permit gasoline to leak out on the513floor. This will greatly increase the rate of evaporation. Before you514light your candle, be sure that windows are closed = and the room is as515air-tight as you can make it. If you can see that windows in= a516neighboring room are opened wide, you have a chance of setting a large517fire which will not only destroy the gasoline but anything else nearby;518when the gasoline explodes, the doors of the storage room will be blown519open, a draf= t to the neighboring windows will be created which will520whip up a fine conflagration.521522\(e\) Electric Motors Electric motors (including dynamos) are more523restricted than the targets so far discussed. They cannot be sabotaged524easily or witho= ut risk of injury by unskilled persons who may525otherwise have good opportuniti= es for destruction.526527\(1\) Set the rheostat to a high point of resistance in all types of528electric motors. They will overheat and catch fire.529530\(2\) Adjust the overload relay to a very high value beyond the capacity531of t= he motor. Then overload the motor to a point where it will532overheat and break down.533534\(3\) Remember that dust, dirt, and moisture are enemies of electrical535equipm= ent. Spill dust and dirt onto the points where the wires in536electric motors conn= ect with terminals, and onto insulating parts.537Inefficient transmission of curr= ent and, in some cases, short circuits538will result. Wet generator motors to pro= duce short circuits.539540\(4\) =E2=80=9CAccidentally=E2=80=9D bruise the insulation on wire,541loosen nu= ts on connections, make faulty splices and faulty connections542in wiring, to waste electric current and reduce the power of electric543motors, the power output = or cause short circuiting in direct-current544motors: Loosen or remove commutato= r holding rings. Sprinkle carbon,545graphite, or metal dust on commutators. Put= a little grease or oil at546the contact points of commutators.
