28- All merges to protected branches are **manual PR merges** — auto-merge disabled.
29- **Every commit message must pass `commitlint.config.cjs`** or the required CI check fails the PR: conventional `<type>(<scope>): <subject>` header, valid type, header ≤100 chars, blank lines between header/body/footer. `body-max-line-length` is disabled (commit bodies routinely contain unwrappable URLs).
30- Link a GitHub issue (`Closes #NNN` or `Relates to #NNN`) in every PR.
31- Use the [PR template](../pull_request_template.md) — summary, safety impact, privacy impact, test evidence.
32- **AI reviews (Copilot, CodeRabbit) are manual only** — request when the PR is ready and scoped (see `docs/07-open-source/08-TOOLING_SETUP.md`).
