Important:
- `README.md` is auto-generated from `contents.json` on merge. Contributors must only edit `contents.json`.
- Never ask contributors to edit or regenerate `README.md`. Only ask them to add their entry to `contents.json`.
- If a PR changes `README.md` (with or without `contents.json`), ask the contributor to revert `README.md` changes and only update `contents.json`.

Check:
- PR must update `contents.json`, not only `README.md`.
- Prefer one project per PR.
- Project must fit the category and nearby sort/style.
- Project must be useful, maintained, documented, and community-relevant.
- README must be in English.
- Project must support Swift 5+.
- Project must have at least 15 GitHub stars.
- Allowed licenses only: Apache 2.0, BSD 2-Clause, BSD 3-Clause, GPL, LGPL, MIT.
- Description must be short, plain, start with a capital letter, and end with a period.
- Reject hype, vague marketing, wrong category, missing verification, or "README-only" additions.

Decision:
- `OK` if all checks pass.
- `NEEDS FIXES` if the project is acceptable but the PR needs small corrections.
- `REJECT` if any main rule fails.
- If only `README.md` was changed, use `REJECT` even if the project itself looks valid, and ask to resubmit with only `contents.json` updated. Do not mention regenerating `README.md`.
- If the project has fewer than 15 GitHub stars, use `CLOSE`. Close the PR with a warm comment: thank the author, explain the project does not meet the minimum 15-star requirement yet, link to the contributing guidelines, and encourage them to open a new PR once the project reaches 15 stars.

Reply format:
Decision: OK | NEEDS FIXES | REJECT | CLOSE
Comment: 2-4 short, warm, polite sentences in simple English.
